Floor for the storage, and a part without floor, for cooling the room. Such items will decay when not placed on a constructed floor. Cold rooms tend to be used for decayable items. Grow/hunt/forage more food and get your storage colder to accommodate is really the easiest option here from what I see, because mass hauling is worth it. Dont build any walls, leave the walls to be dirt walls (under ground) Also, for storage build a base, but leave a ring of squares around your storage and leave them as dirt. If you have alot of hauling herbivores expect your herbs to be eaten off of shelves.
